Greenville Procurement Partners Ltd are a leading public procurement consultancy service provider in Dublin working with a large number of public sector and utility clients supporting and delivering on major capital projects.

The role entails working with the team and provides the opportunity to be directly involved with clients in the delivery of their projects. The role is Hybrid with 3 days on site (Tuesday, Wednesday and Thursday) however for the right candidate alternative arrangements may be considered.

We are offering the right candidate an exciting opportunity to join our innovative and experienced team of consultants. The role involves working with Public Sector clients primarily, helping them navigate the award of works and engineering-related services as defined under the Capital Works Management Framework (CWMF).

This role is suited to a senior procurement professional with relevant expertise and qualifications seeking to expand their knowledge and experience in a diverse and challenging environment.

Greenville currently works with a wide range of public bodies and utilities on varied projects including housing schemes, design teams, infrastructure, refurbishment, term maintenance, etc. much of it under the Irish Government suite of CWMF documents

Key Responsibilities

Reporting to the Director of Operations, the consultant will be required to provide a first-class, responsive and customised service to each client, primarily focused on works and engineering services in line with Public Sector requirements as defined under the CWMF, including:

– Providing advice on procurement options in accordance with national and EU procurement rules.

– Attending client meetings as required.

– Advising clients on appropriate procurement strategies.

– Managing and working with multiple stakeholders within client organisations including external advisors

– Advising/guiding on specifications, noting we do not take responsibility for technical content.

– Drafting tender documentation including selection and award criteria, pricing documents using the correct form of contract from the CWMF suite.

– Supporting clients on evaluating prequalification submissions and tenders and drafting and issuing all relevant correspondence – successful, unsuccessful, letters of acceptance etc.

– Managing vendor clarification / verification / negotiation meetings.

– Full project management of procurement processes, frequently with concurrent processes running in tandem.

– Managing the eTenders process including drafting OJEU/eForms notices (training will be provided).

– Maintaining audit compliant files for all stages.

– Adhoc advice.

– Supporting other team members.

While the job is focused on works and engineering services, exposure to other categories may also be involved including facilities management, professional services, IT, etc.

The successful candidate will also be required to:

– provide accurate procurement advice on all occasions

– deal with clients in a courteous manner and provide them with a flexible, proactive and responsive service at all times.

– maintain confidentiality of all transactions with clients.

– operate within agreed timelines.

– manage multiple contracts / client projects in parallel.

– perform any other related tasks as may be required during the course of executing work assignments for clients

Knowledge and previous experience

– 3rd level qualification

– Ideally a minimum of 5 years’ direct experience using the Capital Works Management Framework (CWMF) suite of documents applicable to works and engineering services awarded by the Irish public sector.
