About this course

– Intermediate Course – 

This course, delivered over two mornings online, will equip participants to meet evolving Green Public Procurement (GPP) requirements under national and EU legislation and policy. It will also examine the scope for achieving real impact through green tenders, covering the specific contract types which are most relevant to participants. It is suitable both for those with some experience in GPP, and those who are new to the topic.

Target Audience

This course is suitable both for those with some experience in GPP, and those who are new to the topic. Participants should be familiar with procurement procedures and terminology, though specialist terms will be explained.

Learning Outcomes

Learning outcomes: Upon completing this course, participants will have an understanding of how to comply with current GPP obligations under Irish and EU policy and legislation, including reporting requirements. They will also understand how to achieve real impact in categories relevant to their organisation

Course Content

Day 1 – GPP Compliance and Reporting 9:30-1pm

  • Introduction and Objectives
  • Policy and Legislation: Buying Greener, Circular 17/2025, Energy Efficiency Directive etc
  • EPA Guidance and Irish GPP Criteria (2026 update)
  • GPP and the Procurement Cycle
  • Reporting on GPP: eTenders, SEAI Monitoring + Reporting and annual reports to EPA
  • Achieving impact

Day 2 – Examples of GPP in Practice 9:30-1pm

During the first session, participants will be asked to choose up to 3 categories (e.g. professional services, ICT products and services, works and engineering, facilities management, fleet and equipment). Sample contracts will be worked through for each category, identifying relevant GPP approaches and criteria for each one.

Topics covered will include:

  • Green technical specifications, selection and award criteria
  • Life-cycle costing
  • Evaluating and scoring green criteria
  • Contract clauses and contract management for GPP

Each topic will be illustrated with examples from Irish and EU contracting authorities, and include time for group discussions and questions. Participants will receive a copy of the slide decks and a handout detailing applicable legislation and policy related to GPP.

Cost

€695 per participant.
All training costs are VAT exempt. There is a 10% discount when 3 or more places are booked on this course.
